Ukraine's Ombudsman Dmytro Lubinets announced this during a briefing, according to Espreso correspondent Kateryna Halko.According to Lubinets, Ukraine’s position remains unchanged: civilians must be returned unconditionally. As part of this process, Russian citizens who had been evacuated from the Kursk region also returned from Ukraine to Russia. Lubinets emphasized that Ukraine did not impose any conditions or create obstacles to the return of Russian civilians."Evacuation procedures took place, and as a state, we did not create any barriers to the return of Russian civilians to the Russian Federation. Unfortunately, we’re seeing that the Russians continue to exploit this," the ombudsman stated. The civilian returns happened around the same time as a major prisoner exchange in the “1000 for 1000” format. However, as Lubinets stressed, these civilians were not part of that exchange.A new investigative report sheds light on the deadly attack that killed dozens of Ukrainian prisoners of war at Olenivka in July 2022, pointing to direct involvement by Russian armed forces and a lack of accountability from Russian authorities.
