The Ukrainian Foreign Intelligence Service reported that Russian subversive activity in Europe has become “systematic and large-scale,” targeting key sectors like energy, transport, and communications.“More than 200 incidents of sabotage, disinformation, cyberattacks, and GPS jamming have been documented between 2014 and 2024,” the report states. Crucially, over 86% of these cases occurred after 2022, highlighting a sharp escalation linked to Russia's aggression against Ukraine. The intelligence adds that in 2024 alone, the number of such attacks increased sixfold compared to the previous year. In particular, 2025 has already seen attacks on submarine cables, water supply systems, and attempts to disrupt air transport within the EU.According to the Ukrainian intelligence, “On average, around 20 European countries have been targeted annually between 2022 and 2024,” with Poland, the Baltic states, Finland, Germany, the UK, and Norway among the most frequent targets — all countries actively supporting Ukraine. The goal of these operations, intelligence warns, is to provoke internal crises within the EU, undermine European solidarity, and erode support for Kyiv. This intensification of Russian hybrid warfare is also confirmed by intelligence services in other countries. Czech intelligence has already called 2024 “one of the most dangerous years” for national security, citing Russia's cyberattacks, espionage, and sabotage attempts. From July 14 to 17, Europol and Eurojust coordinated Operation Eastwood against the pro-Russian cyber network NoName057, involved in attacks on Swedish authorities and bank websites.
