“Buy local”: Belarus curbs Russian goods, Moscow set to retaliate

The Foreign Intelligence Service of Ukraine reported this.According to official data, in the first quarter of 2025, the share of Belarusian goods in retail fell to a record low of 53.5%, despite a reduction in Western imports. Minsk plans to raise this figure to 63% by the end of the year, using administrative pressure and cooperation with retail chains. Growth in the second quarter was minimal: only +1.1 percentage points overall, +1.9 points in food, and +2.2 points in non-food products. The worst performance was in outerwear (11.7% versus a 34.5% target) and footwear (23.5% versus a 36.5% target).At the same time, imports to Belarus are rising: in the first half of the year, shipments jumped 17.5% to $7.24 billion. In response, the Ministry of Antimonopoly Regulation and Trade is holding meetings with producers and retailers, proposing new sales formats. For example, the Polissia knitwear factory was advised to sell products at gas stations, and ideas such as “open house” days in stores and revised product display rules are being promoted.Russian suppliers are suffering the most from Minsk’s policy. According to Ukrainian intelligence, Moscow plans to limit Belarusian cement imports, while MAZ bus sales in Russia fell 58% over the first seven months of 2025. In July, only two buses were sold despite the opening of a new factory in Belarus.Belarusian Defense Minister Viktor Khrenin announced that during the joint Zapad-2025 military exercises with Russia, participants will practice nuclear weapons use planning and the Oreshnik scenario.
