The fourth tranche was expected to be the largest both in terms of financial volume and number of reforms required, according to European Pravda."Had all the indicators been met and all 16 reforms implemented, Ukraine would have received €4.5 billion," Mercier said.Ukraine submitted a request for a partial disbursement on June 6, 2025, stating it had fulfilled 13 of the 16 required reforms."In its request, Ukraine declared that 13 out of the 16 reforms had been completed, while the other three are still in progress," Mercier added. "The Commission has assessed those 13 reforms as completed and is proposing that the Council of the EU approve a €3.05 billion payment to Ukraine as the fourth tranche under the Ukraine Facility."The Commission spokesperson noted that the three unfulfilled reforms include one related to decentralization, another concerning the law reforming the Asset Recovery and Management Agency (ARMA), and a third involving the selection process for judges to the High Anti-Corruption Court.The European Commission welcomes the actions of Ukraine’s leadership to address the situation around the SAPO and NABU, and at the same time is cooperating with the Ukrainian side to ensure that its comments are properly taken into account.
