Russia’s Deputy Permanent Representative to the UN, Dmitry Polyansky, stated this during the UN Security Council meeting on August 1."On the night of July 31, 2025, the Armed Forces of the Russian Federation, carrying out the task of demilitarizing Ukraine, indeed struck with long-range precision weapons and drones at defense industry enterprises across the country, including military airfields, ammunition depots, missile weapons, and components for drone production," he emphasized. He added that all the mentioned military targets were hit. The Russian representative also referred to videos posted by Ukrainian social media users, which, according to him, show ammunition detonating at destroyed sites, some of which were allegedly located in residential areas."Meanwhile, our armed forces acted strictly in accordance with international humanitarian law and did not target civilian objects," he stressed.Regarding the strike on a residential building in Kyiv and the deaths of civilians, Polyansky stated that military experts analyzed all available video footage and concluded that the tragedy was caused by "the criminal placement of Ukrainian Armed Forces' air defense systems in densely populated urban areas and their careless operation.""If the Ukrainian Armed Forces followed international humanitarian law, such tragedies could have been avoided. The civilian population does not suffer from direct Russian strikes. But the 'expired prince stuck in Kyiv' is not interested in reducing the suffering and hardships of the civilian population, but in presenting these situations provoked by him as deliberate Russian strikes," he concluded. On the night of July 31, Russian occupation forces attacked Ukraine with missiles and Shahed drones. As of August 1, the death toll from the Russian strike on Kyiv that night has reached 31, including children.
