Reuters reported the information.A senior administration official clarified the president's position, indicating that while the White House is now open to the congressional push for economic penalties, executive control remains a non-negotiable condition."It's always been important to the White House and the president that there's a carve-out in the sanctions package that ensures the president has the ultimate decision-making authority on the sanctions," the official said. "So as long as that is included, I think the president would entertain signing the bill."The legislation, sponsored by Republicans Senator Lindsey Graham and Rep. Brian Fitzpatrick, aims to penalize countries that continue doing business with Russia, specifically targeting buyers of Moscow's energy exports. Congressional leaders had previously delayed a vote on the measure, as President Trump had preferred utilizing tariffs against India, the world's second-largest buyer of Russian oil, rather than broad sanctions. However, the path for the bill cleared after Trump told reporters late Sunday that the legislative effort was "OK with me." He also suggested that lawmakers might expand the scope of the bill to include Iran. When asked if this marked a definitive shift in the president's stance, the official was direct: "He would sign it. He signaled that last night."Despite the move toward tougher economic penalties over Moscow's failure to negotiate a peace deal with Ukraine, the White House maintains that diplomatic efforts have not ceased."We're definitely still working on it. It just hasn't been the center of the news because we have so much going on," the official said regarding ongoing negotiations to end the war.On Wednesday, October 22, the U.S. Department of the Treasury imposed sanctions on Russia’s two largest oil companies, Rosneft and Lukoil, due to Moscow’s lack of readiness to end the war in Ukraine.
