Russia's Ryazan oil refinery halts production for second time in month

Reuters reported the information.The Rosneft Ryazan refinery, one of Russia's largest, was forced to suspend all crude processing operations after a Ukrainian drone attack on November 15, according to multiple industry sources. This shutdown comes as Kyiv increasingly targets critical Russian energy infrastructure deep within its territory.The attack and resulting fire damaged the plant's main crude distillation unit, which accounts for nearly half (48%) of the refinery's total capacity, capable of processing over 8 million metric tons annually. This incident compounds existing problems, as a separate distillation unit, representing 26% of the plant’s capacity, had already been taken offline by an earlier Ukrainian strike on October 24 and remains unrepaired.A source familiar with the facility's status indicated the comprehensive nature of the halt: "The plant is expected to remain idle until the end of the month. No (oil product) loadings are planned before December 1."Ryazan Governor Pavel Malkov acknowledged the incident on his Telegram channel, stating that "debris from an unmanned aerial vehicle (UAV) caused a fire at one of the industry facilities," without naming the refinery directly.The latest shutdown brings into focus Ukraine’s strategy of striking at least 17 major refineries this year. While Russia has managed to leverage spare capacity to keep its overall oil processing decrease to a modest 3% this year, the complete idling of the Ryazan facility, which accounts for 4.9% of Russia’s total refining volumes, represents a significant operational blow. The refinery, a major producer of gasoline, diesel, and fuel oil, has also halted all petroleum product sales on the St Petersburg International Mercantile Exchange as of November 15.
