“No progress expected”: international relations expert on new Ukraine-Russia talks round

Volodymyr Dubovyk, director of the Center for International Studies and associate professor of the Department of International Relations at Odesa Mechnikov National University, shared his opinions with Espreso TV.“There will be no progress here. I personally do not expect any progress compared to previous rounds of negotiations, and I think none of us have any reason to expect it. On the contrary, I believe Medinsky and the same delegation will return, maybe with some minor changes on the Russian side. Russia wants to show that their position remains unchanged, they believe in their victory, and they expect Ukraine to agree to the capitulation they demand. I don’t think there will be any changes here,” he said.Volodymyr Dubovyk noted that the talks might discuss more prisoner exchanges, but nothing new should be expected regarding a ceasefire.“What can they discuss? They might discuss another round of prisoner exchanges or something else, but even regarding a ceasefire, I don’t think so. We will probably raise the issue of stopping the fighting again, but Russia has repeatedly shown us recently that they do not want to do this. They have conditions that Ukraine must accept, which are unacceptable to us, just to even discuss a ceasefire. So, I think we will just meet for the sake of meeting. I don’t know, productivity here is low. Every time, it must be shown that Russia deliberately does not want to seriously discuss a ceasefire and is not ready for any compromise, unlike Ukraine,” the international relations expert added.On July 19, Rustem Umerov, Secretary of Ukraine's National Security and Defense Council, proposed a meeting with the Russian side for the following week, and President Volodymyr Zelenskyy supported the idea.On July 21, it was reported that a new round of negotiations between the Russian and Ukrainian delegations may take place in Istanbul on July 23 or 24.
