Defense Express reported the information.Washington is utilizing a new, non-public mechanism to expedite the sale and delivery of crucial weaponry to Ukraine, a significant shift from the previously transparent and often lengthy approval processes. The first shipments under this clandestine arrangement, known as the Prioritized Ukraine Requirements List (PURL), are reportedly already arriving on Ukrainian soil, with sources inside NATO confirming that multiple aid packages are in transit.This strategic pivot allows allied nations to directly fund the acquisition of U.S. military hardware for Ukraine, sidestepping the complex Foreign Military Sales procedure that requires inter-agency coordination and a 15-to-30-day notification period for Congress. The new system operates in complete secrecy, a stark contrast to earlier aid packages where donor countries, such as Germany, would regularly publish detailed lists of everything from heavy artillery to first-aid kits.
Several key NATO members have already committed substantial funds to the PURL initiative. The Netherlands, Canada, and Germany have each allocated around $500 million, with a collective contribution of the same amount coming from Denmark, Norway, and Sweden. This collaborative funding model ensures a steady flow of resources without the public fanfare, allowing for a more agile and unpredictable supply chain to bolster Ukraine's defense efforts. The U.S. Defense Security Cooperation Agency (DSCA) has notably refrained from publishing any permits related to these sales, underscoring the confidential nature of this vital support channel.
